Absolwent Akademii Leona Koźmińskiego w Warszawie (Executive MBA), Krajowej Szkoły Administracji Publicznej oraz Wyższej Szkoły Morskiej w Gdyni. Jest uznanym ekspertem w branży energetycznej. Pełniąc przez wiele lat funkcje kierownicze w Urzędzie Regulacji Energetyki (URE), odegrał kluczową rolę w transformacji polskiego rynku energii elektrycznej i gazu. Od początku swojej aktywności zawodowej zaangażowany jest w promowanie konkurencji oraz budowę stabilnego i przejrzystego otoczenia regulacyjnego. Koordynował wdrożenie mechanizmów prawnych, które doprowadziły do liberalizacji krajowego rynku energii elektrycznej i gazu, dostosowując krajowe ustawodawstwo do regulacji Unii Europejskiej. Jest autorem wielu publikacji z zakresu prawa energetycznego.
